Nearly 5,000 Afghan Taliban have begun the process of laying down their arms to return to their villages. The Afghan government has issued a reintegration process to encourage insurgents, in which they are vetted, disarmed, and given jobs. The Afghan president Hamid Karzai says that this is part of the transition of security from NATO troops to Afghan troops, a process aimed at removing all foreign troops from Afghanistan. The country is trying to contact Taliban leaders to discuss peace, but currently none will talk much of peace as long as foreign intervention is involved. It is clear that the Afghans wish to solve their problems on their own.
